Established in 2015, State 21 Ltd is a Security & Resilience management company providing professional skills and training services into varied sectors at a strategic, tactical and operational level.

Our skills and experience built from dealing with high threat/high stress situations allows us to offer support beyond policing around management of critical incidents.

- Critical/major incident response (including multi agency response)
- Senior leadership across large commands which includes public order (protests/large scale events)

- Serious and Complex Investigation and prosecution such as murder and fatal road traffic collisions

Meet The Team
Learning and Skills Director
Claire Miller
Claire is a qualified trainer and highly experienced former police officer having served 30 years with Hampshire & Isle of Wight Constabulary.
She has significant skills and knowledge gained from working across a broad spectrum of policing, including Local Policing, Roads Policing, Serious Collision Investigations (Including those involving loss of life) and within the Learning and Development Team.
Claire has extensive experience of managing complex investigations, including interviewing witnesses and suspects, case file preparation and disclosure. Working closely with the Crown Prosecution Service through the Crown and Coroner Court procedures.
As a trainer, Claire developed many training courses across operational policing and delivered these to student and experienced Police Officers, as well as support staff.
Claire’s experience and knowledge ensures State21’s courses and wider services remain current, thereby continuing to provide our clients with the high quality products our company’s reputation is built upon.
Operations Director
Darren Miller
MSyl
Darren is a former Police Officer with Hampshire & Isle of Wight Constabulary and Tactical Commander in Firearms and Public Order/Public Safety.
Responsible for planning and delivering various operations including music events, sporting events, protests and other policing operations.
Darren has also worked on a range of national policing issues including Roads Policing , Firearms Licensing and ICT programmes.
Previously Chairing the Tactical Coordination Group for the Hampshire and Isle of Wight Local Resilience Forum’s response to the Covid-19 pandemic.
After completing his 30 years service with the Police Darren provided Risk Management consultancy services into the National Health Service and Multi-Agency Command Training for London Fire Brigade.
More recently, working for the Trade Association ADS as the Head of Policing & Law Enforcement Engagement, supporting over 1200 companies representing industry. Building and maintaining working relationships with key government stakeholders (Domestically and Internationally) connecting members with business opportunities.
Darren is also a Member of the Security Institute – (MSyI)
Investigations & Forensics Director
Colin White
Colin worked within Policing for over 30 years, enjoying a varied career where he worked within specialist operations, forensic services and criminal investigation fields.
As a senior Detective, Colin was an accredited Kidnap and Extortion Senior Investigating Officer (SIO) and managed a large team of Detectives covering all types of crime. During his career, Colin worked extensively within investigations and further specialised in forensic management and coordination. He was the lead forensic advisor in numerous complex homicide investigations, managing teams of crime scene and digital investigators.
Colin qualified and operated as a licensed Police Search Advisor (PolSA) managing counter terrorism, crime and missing persons searches. His passion for specialist search methods, led to him working extensively with the Fire Service to develop new joint working protocols around Urban Search and Rescue (USAR) and Disaster Victim Identification (DVI).
He has a Post Graduate Certificate in Education and has taught locally, nationally and internationally in the subject areas of investigation, search, forensic management and DVI.
He has extensive experience of teaching at several Universities as a Teaching Fellow. He is also an experienced Internal Quality Assessor.
Risk & Resilience Director
George White
George worked as a senior police leader, for over 30 years, in both Hampshire and Isle of Wight and Thames Valley Police. With significant experience in Operational Planning, she was responsible for effective delivery on numerous significant and national events.
Her proven ability to work across organisations saw her work on multiagency emergency responses, deliver as a Public Order and Public Safety Tactical Commander, and as chair for the Local Resilience Forum Tactical Coordination Group.
George managed business wide project delivery, specialising in Risk Management and governance as the Strategic Risk Manager. Working with large organisations to ensure delivery, she has managed internal and external audits and inspections.
